The Collapse of the 28-Point Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis sparked by the presentation of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been stabilised. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of contrasting events captured the bleak nature of the recent timeframe. By day, political struggles are fought: hopeful statements are delivered from various governments. Significant resources is allocated on restraining certain initiatives. By night, the Kremlin brutally reminds the world that, for them, military action persists as the key method for achieving "resolution".

After-Dark Attacks

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is able to track missile launches from across the border, a ability afforded by current data. From witness perspectives, military aircraft that had been dispatched to intercept incoming cruise missiles flew past – advanced fighter aircraft supplied to Ukraine by Western partners.

Soon thereafter, Kyiv's missile defense thundered: several firings targeted at a hostile projectile. This was a sophisticated defense system at work, probably delivered by Western nations. Every firing shakes the surroundings, causing tremors. The instant of fear quickly transforms into sober acceptance: perhaps the hostile projectile won't hit its mark this time, preventing destruction from devastation and further power outages.

Persistent Threats

Soon after, a large-caliber weapon fired at a aerial vehicle somewhere nearby, part of a defensive team – most likely allied-provided weaponry. Sadly, the bullets missed the hostile drone – it maintained course toward its target.

With pauses, this persisted until dawn. Kyiv greeted the early updates: seven people killed, devastation and utility failures in many homes as a result of the evening attack. As always, everyone still continued their routines – enduring hostilities. But those entire period demonstrated Ukraine's essential dependence on external assistance – a dependence that regional partners are evidently unprepared to substitute in the immediate future.

Failed Diplomacy

The comprehensive proposal from US administration generated strong feelings, discussion and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new initiative from US leadership follows the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually achieve victory. This pattern will, no doubt, persist.

Political Considerations

It is convenient to criticize certain parties of persistently promoting Kremlin's demands. But that does not seem to be the whole story. Washington works based on a assumption familiar among international relations experts: you cannot secure via talks what you have lost on the battlefield. The US administration believes that it is unfeasible to pressure the Kremlin to abandon the land that it currently occupies in Ukraine's south or east.

The problem is that while accepting these circumstances, Washington does little to discourage Russia, through words or deeds, from believing that the situation will not shift further in its advantage in the coming year.

Opposing Positions

Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their incentive to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's government remains supremely confident in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing civilians and areas but averting a entire defensive failure until situations evolve in its advantage.

Present Conditions

Objectively, there are no actual prerequisites for a ceasefire. Now, subjective factors are coming into play: leadership ambitions to broker a ceasefire and achieve global acclaim, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unsuitable, so that their priority does not shift toward internal issues. And although their objective will now be considerably more difficult after recent developments, it remains highly unlikely that this will alter their fundamental strategy.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a mere seven days to terminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, current information leaks, all served their function.

While new proposals based on established approaches are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and reflect specific hesitation to modify developments, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, largely rely on ongoing international assistance.
